Abstract

This study aims to analyze the implementation of management functions consisting of planning, organizing, actuating, and controlling (POAC) in supporting the achievement of performance targets in the Purchasing Department of PT Sukses Sesama. This study aims to analyze the implementation of management functions, namely Planning, Organizing, Actuating, and Controlling, in supporting the achievement of the performance targets of the Purchasing Department at PT Sukses Sesama. Informants were selected through purposive sampling and consisted of the Head of Purchasing, Purchasing Staff, Purchasing Administrator, and Head of Warehouse. Data were collected through semi-structured interviews, observation, documentation, and field notes. Data analysis was conducted through data reduction, data presentation, and conclusion drawing and verification. The findings indicate that the planning function has been implemented through needs identification, inventory checking, priority setting, lead-time estimation, and supplier selection. The organizing function has been carried out through task allocation and coordination among the purchasing, administrative, warehouse, and related departments. The actuating function has been implemented through instruction, negotiation, Purchase Order issuance, delivery monitoring, and goods receipt. Meanwhile, the controlling function has been conducted through Outstanding Purchase Order monitoring, inspection of goods and documents, supplier evaluation, and corrective actions. However, the implementation of POAC has not been fully optimal due to sudden changes in demand, delayed approvals, inaccurate inventory data, insufficient coordination, administrative errors, and supplier delays. Therefore, data-based planning, more integrated coordination, faster approval processes, alternative supplier availability, and stronger procurement monitoring systems are required.
